e2e: spelling-casing-and-code fails without rst2html instead of skipping #1209

Environment
macOS (arm64), built from source, v3 at cfb21a4; Docutils not installed.
Describe the bug / provide steps to reproduce it
config/spelling-casing-and-code in testdata/e2e/config.yaml lints page.rst but doesn't declare requires: rst2html, so go test ./internal/e2e/ fails with exit status 2 instead of skipping it, unlike the other reStructuredText cases.
The fix is that one line: v3...chad-loder:vale:test/e2e-rst-guard. I'm holding the PR while #1204 is open, per CONTRIBUTING: "Finish one before opening the next."
