feat: improve dev-tools documentation homepage

Summary

• pin the dev-tools submodule to the new framework-style documentation homepage
• move dev-tools into a bottom Internal Frameworks section on the vis.gl homepage
• limit homepage card grids to three tiles per row

Upstream homepage change: visgl/dev-tools#61

Validation

• yarn install --immutable
• yarn lint
• yarn --cwd website build
• dev-tools mounted build verified at /dev-tools/
