The upgrade from 8.7 to 9.8 dropped two patches which the upsteam already included, and adds a new one. The new patch disables "piper" which I believe is some form of neural network-enabled TTS with unreleased (i.e. ahead of release + vendored) dependencies. A quick survey of other repos seems to reveal it to be disabled in some other package repositories. (e.g. OpenSUSE)

Testing the changes

  • I tested the changes in this PR: briefly

I am successfully using this for my own usecases.

Local build testing

  • I built this PR locally for my native architecture, (x86_64)

Able to reproduce the build failures... fix incoming

tzdata won't be packaged because it provides nothing.
