I mistakenly didn't see that upstream ships helpers/se.leap.bitmask.policy, I went ahead and swapped the lines to match the upstream, and I removed that file.

This PR is for the Riseup vpn package; a minimal Bitmask-vpn client that is built utilizing the Bitmask-vpn source-code developed by LEAP (LEAP Encryption Access Project)
