Testing the changes
Local build testing
First stable SDL_net release for the SDL3 line. Samples build by default but install is gated behind SDLNET_SAMPLES_INSTALL (off), so -DSDLNET_SAMPLES=OFF just skips building the throwaway executables.
Completes the SDL_net work promised in #61117.
