`vp pack --watch`: changes to pack config are not applied until restart

Describe the bug

Changed options are not applied while the watcher is running.

tsdown --watch does not have that issue.

Reproduction

Too basic, no particularly specific repro needed. See steps to reproduce below.

Steps to reproduce

1. Run vp pack --watch
2. Change something in vite.config.ts

• for example, change pack: { minify: false } to pack: { minify: true }

3. Saving vite.config.ts will trigger a build, but the new options will not be applied
