Fix video metadata reference coverage

Summary

• correct BlackVue Elite 8 rows to 2K front and 2K rear instead of a misleading 4K sample-only row
• correct DR900S reference coverage to 4K30 front / FHD30 rear, while preserving FHD60 front as an alternate mode
• add missing DR970X Plus 1080p rear metadata and profile resolution fields
• split A119 Mini / Mini 2 30 fps default rows from 60 fps alternate rows

Validation

• swift run DashcamOffloader --smoke-test
• git diff --check
• profile metadata sanity check for touched YAML files

Notes

• ffprobe remains reserved for measured clip rows. Rows derived from manufacturer/spec/profile evidence are marked mfr_spec or use TBD bitrate where direct measurements are still missing.
