Update go-replace to 27.7.1 in toolbox build sources

This updates the pinned go-replace release used by the toolbox image to 27.7.1. The version bump is applied at both the template source and the checked-in generated Dockerfile so the repository stays internally consistent.

• Version source

  • Update the default goreplace macro version in template/Dockerfile/tools.jinja2 from 22.10.0 to 27.7.1

• Generated artifact parity

  • Update docker/toolbox/latest/Dockerfile to download go-replace 27.7.1, matching the template source used for future generation
