Wire MLS test tool

Building with nix (on nixos)

Use the build environment defined in wire-server for building:

nix-shell -A mls_test_cli $WIRE_SERVER/nix/default.nix
# inside nix-shell
NIX_HARDENING_ENABLE="" cargo build
