Summary
Adds a "Tooling or docs request" issue form with Where, Current gap, Suggested approach and Done when fields, and a
config.ymlthat links CONTRIBUTING.md from the issue chooser.Type
Details
.github/ISSUE_TEMPLATE/tooling.yml: four fields in the shape the recent issues use. Where, Current gap and Done when are required. Suggested approach is optional, since someone filing a gap may not know the fix yet. The form adds thetoolinglabel and has the same required em-dash checkbox asnew_audit.ymlandnew_explainer.yml(worded without the character, socheck_em_dash.pyneeds no allowlist entry)..github/ISSUE_TEMPLATE/config.yml:blank_issues_enabled: true, so blank issues still work as they do today, and a contact link to CONTRIBUTING.md.README.md: the repository tree lists the two new files.Checks: both files parse as YAML,
check_em_dash.pyandcheck_broken_links.pypass. I could not preview the chooser on a fork without enabling issues there, so the form layout is not visually checked.Linked issue
