Under act, the Linux image has no pnpm, so skipping the install left pnpm install failing with command not found. Now only a Windows job under act skips it, since that runs on the host.

The Linux image act runs jobs in has no pnpm, so skipping the install under act left pnpm install to fail with command not found. Only a Windows job under act, which runs on the host, skips it now.
