board: PR arc and latest state for #1505–#1524

Eleven PRs merged on 2026-10-12/13 without the board updates the hygiene rule requires: #1505, #1506, #1507, #1508, #1509, #1514, #1516, #1518, #1520, #1523 and #1524. Their findings were in entries/, but none of them reached PR_ARC_INVENTORY.md or LATEST_STATE.md.
