…o reach κ = 0.001672750137367829 Packs one width-4 role from tail remainder-1 port (rep=13, port=72, offset=0) into Child 15 Port 94 (rep=6, port=94, offset=28), converting the unique remainder-4 port into a full remainder-0 port while shifting the donor port remaining width-9 roles down to offsets 0, 9, 18 (leaving remainder 5). Deficit strictly conserved: 4 + 1 = 5 = 0 + 5 (global deficit: 5120; rank mass: 1041408). All call-disjointness, window bounds, frame chart constraints, and contiguous prefix rules are strictly satisfied. …o reach κ = 0.001672755352904798 Transfers the single width-4 role in Port 98 (rep=6, port=98, offset=0, call=(6, 14), time=127) into Port 72 (rep=13, port=72, offset=27), bringing Port 72 from remainder 5 (occupancy 27) to remainder 1 (occupancy 31) while Port 98 becomes completely empty (occupancy 0, remainder 32). Deficit strictly conserved: 28 + 5 = 33 = 32 + 1 (global deficit: 5120; rank mass: 1041408). All call-disjointness, window bounds, frame chart constraints, and contiguous prefix rules are strictly satisfied.
