Bounded B2 observation result for the QQ16 witness

Summary

This adds the specific first-cut observation q_extra = B2 X_U to the fixed QQ16 F0/B1 witness analysis. For each of the eight reviewed lost directions

h_k = (48 I - B1* B1) B2* e_k,

the pinned Gram identities give B1 h_k = 0 and identity coefficient B2 h_k = 2112 e_k. Thus this changed ordinary-to-selected observation separates that eight-dimensional witness family. It does not establish injectivity of a full controller.

The package also computes an exact, deliberately optimistic profile-only ceiling screen. Adding one ideal rank-8 output charge leaves a 0.043725878% ceiling improvement; eight rank-one output charges miss the selected ceiling by 0.035543596%. Even under the rank-8 envelope, only two further rank-one-equivalent charges fit. The query-row ADD count, native address/frame wrapper, output hosting, helper ownership, dirty-state restoration and recursive precision are not derived, so this is not a complete controller, supplier, or new κ result.

Observed: PASS_QQ16_EXTRA_B2_OBSERVATION_SCREEN, PASS_PACKAGE_METADATA_AND_PINS, and PASS selected record ... 836330098538459/500000000000000000. The verifier ran with the installed Python 3.14 runtime. Python 3.12 is unavailable in this environment, so the generic Python 3.12 package replay was not run. The verifier checks the pinned eight-direction identities and exact profile brackets; it does not reconstruct the source routes, implement the extra query, or check a full controller.
