Follow-up to #2816 and #2826 (both ours). Only research/one-sided-excess-three/ is added; nothing existing is changed. No κ claim, no supplier word, no SAT solver.

Result

Setting as in #2816: P112, case (b), characteristic 0, every number of terms. Δ is the ε-free excess over 64, n_nf the number of non-full corrections of the normalised decoder.

Consequences:

The bound ≥ 64 at n_nf = 4 is tight: the root-swap family of #2816 §6 attains exactly 64 for n_nf = 1..4.

Proof and checks

Every claim in the README carries its proof (Lemma B for any d, the kill criterion, the Carrier Lemma with its case analysis, the peeling argument) and is labelled PROVEN / CHECKED / RECORDED / INHERITED. verify.sh re-runs from a fresh git archive: manifest, byte-identical regeneration of both data files, the slack-3 landscape (land3.py 3, exactly the eight survivors), the finite inputs of the Carrier and Parity Lemmas (all 112 roots and 8 frame directions: coloop structure and cocircuit sizes ≥ 5; Parity searches over all pairwise non-orthogonal triples and quadruples), and both implementations on the survivors' flat configurations and the controls, chunked (at most 3 processes, nice -n 10, timeout 1200 on each, no wait loops). Then check_logs.py prints one PASS/FAIL line per assertion.

Not re-audited by the second implementation, and covered by written proofs or citations instead: Lemma B, completeness of the direction list for |Off| ≤ 80 (#2826 §4), the bookkeeping of the landscape (land3.py, one implementation; its stages are the cited rules of #2816 and #2826), and the Parity and Carrier proofs.

Not claimed

Δ ≥ n_nf for n_nf ≥ 5; two-sided decoders; case (c) (see #2784); P104 and other punctured units; positive characteristic.

… 4 non-full corrections; E8 lifts >= 68; no kappa claim)

The eight slack-3 multisets are dead (two independent implementations), the
d = 0 Carrier Lemma holds for kappa <= 3, so Delta <= 3 implies n_nf <= Delta.

Adds research/k2-class-c-config-audit: an exact, table-only audit of the
published class-C config tables from the #2954 help package. No E8/P112
geometry, kill criterion (Lemma B) or RRC is re-derived or verified, and no
kappa, decoder floor, residue exclusion, supplier or frontier claim is made.

Two findings about compute allocation:

* The advertised cheapest config 6543 = (6,5,4,3) -- 2.6e7 pairs, ~4e4 CPU-h,
  the only plausibly affordable route-B target -- appears only on rows that
  relative root counting already kills, and covers zero of the 17 rows in
  rows17.csv.
* The exact minimum config set covering the 16 config-coverable hard rows is
  {5544, 5555, 6554}. Configs 5554, 6444 and 6544 are redundant, removing
  4.4e8 enumerated pairs on the README's own counts (a lower bound, since
  6444's count is unpublished). The same three configs also cover all 64
  config-coverable rows of the 70-row census.

Supporting checks: every listed config satisfies sum g <= 52, with 6554
saturating it exactly at 52; rows17 is exactly rows70 minus the 53 RRC-killed
rows; shared-row fields agree; and the 6 rows with no config are 3, 12, 24, 37,
54, 61.

The verifier asserts both input sha256 values, runs the 8 structural checks and
4 rejecting mutants, prints PASS_K2_CLASS_C_CONFIG_AUDIT and exits 0.
Python 3.12, standard library only, under a second.

Completeness of the config list is explicitly NOT verified; the packing
predicate that decides row-to-config admissibility is unpublished. Credit
