Improve T8 kappa with one source-window swap

A single adjacent-call swap in #3468 changes the actual owner windows and permits a certified packing with three fewer H1 charges and one additional H3 charge. Both current 408-helper providers are retained. The exact paid-profile difference is −3 H1 + H3; the rank mass and full physical stock are unchanged.

Complete finite admission gives κ = 0.001728996308346386172130 − 10⁻⁴⁶ − 10⁻⁷⁰, an exact gain of 3.861251115005474×10^-9 over #3468. Independent checks bind the release receipt (45bd21e36a5e4a828b723f5eab3b7ac790255af86b7477554a35bdfdf702d80c) to that exact value and the full invoice. Twelve reconstruction controls pass normally and under optimized Python; both exact pricing engines pass. The additional complete replay of the exact committed Git-free export also passed (release SHA256 71a1295e2c5eb765e90b9feed42611fdb8e65a3d6fb587e1abb4c75dcb7c7b5a). All 574 exported files retained their bytes and inode identities.

The source-bound certificate fixes the predecessor at #3468, commit dbeac6cf5c1190459fb5ed7a6020bdc50641577d, and swaps zero-based positions 11 and 12, calls (1,3) and (2,2) (stage, replica). Actual source windows and all 29,376 helper occurrences are reconstructed. The complete invoice charges 7,677 physical families, including 91 private buffers.

This improves our T8 construction and remains below the stronger T740 endpoint. No global frontier or chronological optimality is claimed. Attribution to #3133/#3148, #3413, #3457, #3465 and #3468 is retained. The selected result is unchanged.

Native-provider artifacts are reused from authenticated prior fresh executions. Owner, parent, physical/controller and outer obligations are replayed for the changed schedule; inherited all-size assumptions remain conditional. Private optimization tooling is excluded. OpenAI Codex assisted with discovery, reconstruction and verification.
