Improve T8 kappa with two certified chronology swaps

Two adjacent swaps on #3485 improve the actual T8 source windows and permit a newly certified allocation. The paid-profile change is −21 H1 + H3 − 2 H7 + H32, with unchanged rank mass and full physical stock. The new residual vector strictly majorizes the old one, proving the saving for every 0<a<1 by strict concavity.

Complete finite admission gives κ = 0.001729097946885651030613 − 10⁻⁴⁶ − 10⁻⁷⁰, improving #3485 by exactly 1.01638539264858483×10^-7. Independent checks bind the exact κ and full invoice to release SHA256 19b058343096d9db0487a27afa94b722f5b46b6906b0761860c626f4b762668b. An additional complete replay of the exact committed Git-free export also passed (release SHA256 816d81b73adff1dcca5d99ec840bd6ad070f950c6051015b25ffc1b1676d3888). All 577 exported files retained their bytes and inode identities.

The chronology is bound to #3485 at 1ee2ac4be28f284d75eac0869f2049025f94b94b. Swaps at zero-based positions 8/9 then 7/8 move (3,0) ahead of (1,2),(2,1) (stage, replica), retaining all per-replica stages. The certificate rederives actual source windows and checks both unchanged 408-helper provider interfaces.

All 29,376 helper occurrences are charged. The complete physical invoice remains 7168+408+8+91+2=7677, including 91 private buffers. This is a further scoped T8 improvement below the supported T740 endpoint; selected records are unchanged.

Thirteen scientific reconstruction controls pass normally and under optimized Python, with both exact pricing engines and independent profile/order checks. Native artifacts are explicitly reused from authenticated prior fresh provider executions. The inherited all-size implementation and analytic assumptions remain conditional.
