Changing paid scalar frames can evade a terminal-only obstruction, so this package tests that next contract on both exact PR3945 providers. It allows a protected terminal hyperplane and its forced backward scalar-frame intersection cone, while keeping the literal graph, native interfaces and required checks fixed.
Each provider has 13,285 terminal hyperplanes. Only five changed-interior cones survive; the remaining cases reject an immutable boundary or belong to the 17 previously credited direct refunds. Each survivor removes one local H1 but changes a width5 helper to width4. The exact packing dual requires at least H1 more owner idle cost, so the complete optimistic gain is zero, even with arbitrary fractional repacking. No κ or supplier improvement is claimed.
The checker covers all 2,551 width4..9 packing patterns and constructs all ten literal provider/witness words, regenerating cleanup and checking exact arbitrary-dirty forward, dual and cleanup-boundary semantics. Positive and rejecting controls cover invalid frame containment, a scalar-sign corruption, an omitted owner debit and modified source bytes.
The proof closes only the greatest forced-intersection contraction domain. Optional interior changes beyond that cone, terminal rotations outside incumbent frames, coupled terminal edits and changed graph/native/check contracts remain open. The new cone propagation/proof is paired with credited reused chronological tracing, dirty auditing and exact tariff arithmetic; these reused components are not advertised as independent reimplementations. Actual new owner placement and physical/uniform/outer obligations remain outside; unknown costs are not zero.

Official read-only Git-free export replay passed in 41.203s plus 28.695s controls, with every exported file unchanged. Reproduce with
