Certify current-provider A2 transfer and unchanged owner-cone allowance

The current PR3945 words admit ToikY's PR4019 seven separated A2 contractions plus PR3998's credited A1858 contraction. This answers the explicit later-word handoff and tests their composition with PR4016's scalar-cone/owner accounting. The result saves seven forward and five inverse-cleanup scalar ADDs beyond PR3998, while the complete profile remains {1:2482,2:712,3:218,4:109,5:20,8:8}. No recursive-moment, runtime or κ improvement is claimed.

At fixed neighboring boundaries, each contracted two-gate block has exactly one complete compatible frame assignment. The proof propagates the second gate's successor caps backward; it does not mistake dead-end first-step choices for full itineraries. On the combined graph, the full 13,285-terminal-hyperplane census per provider reproduces PR4016 after the exact B-index remap. The same five changed-cone candidates save H1 locally but incur at least H1 additional owner idle cost, even under fractional repacking. The 17 prior direct refunds remain a separate credited class. All 2,551 owner patterns and the incumbent's dual attainment are checked.

Only research/staged544-a2-cone-composition/ is added: 25 files, including 14 exact source exports. Scientific commit 0db560ebda32088ff451f8d647c0b3475212b9b3; final head 722dc10801d74963a24d3061be48b93186559ac9 adds only two permission changes on private temporary mutation copies so the controls run from a read-only export. Both commits were GitHub-authored. Canonical base is 20ecf2891d80b5acf18d980b2164fb44ea7faa90, priority revision 6; the selected frontier is unchanged.

Validation: the registered five-command Python 3.12 replay passes. Six original/credited/combined current words receive all 723-input ordinary, dual, reverse-pullback and cleanup-boundary checks; ten further cone witnesses receive dirty forward/dual and cleanup-boundary checks. The separate checker reuses ToikY's independent point-set/coordinate representation, reconstructs all word and cleanup digests, compares all 149 full-register boundary states, and independently builds timelines for the unique-frame proof. Fourteen inherited semantic rejections, six production semantic rejections and two actual optimized-CLI source/owner-receipt mutations pass. This is credited algorithm reuse, not fresh independent authorship or a second full-word interpreter.

Final-head exact-byte/source-history preflight and the official standalone export pass. All five registered commands pass normally and optimized from that fully read-only Git-free export under CPython 3.12.3, with empty PATH/PYTHONPATH and fresh bytecode caches. All 26 exported files retain identical bytes, modes and inodes. Export SHA256 0005fbf4cd4811a97fc2b58c99830a4036814690c8cecad4a8d86c0d035262db. Hosted CI is a separate status.

The complete favorable allowance stops further dependent expansion of this fixed graph. Optional interior changes beyond the forced cone, coupled terminals, rotations and changed native/check boundaries are outside scope. Physical owner chronology, holding/routing/control/tape costs, intermediate growth and signed-floor precision, concrete native phases/lowering, uniform stock, all-size compilation and outer/analytic/BIT obligations remain inherited or unproved, never assigned zero. The next useful step needs a materially changed boundary and positive full allowance, or independent physical/precision integration of this scalar saving.
