Implements #245 on top of #284: versioned Strategic Plans with explicit workspace, capability, effect, and risk bounds; stable objective and acceptance IDs; and atomic linkage to a Working Plan. Plan approval remains separate from tool authorization, and completion requires verified evidence for every accepted criterion.

Review fixes cover Strategic read-verifier predicates, complete private read-result comparison, exact execution arguments, delegated scope bounds, preservation of unrelated Working Plans, current-version cancellation gates, monotonic proposal versions, pathless read scope, exact file-path authorization, prevalidated contract bounds, verifier receipt matching, and complete acceptance-ID coverage.

Coverage: R069–R073, R077, R080. No new dependencies or paid provider calls.

Validation:

  • PASS: focused Strategic Plan, interaction, and execution-receipt suites.
  • PASS: make check, make lint, make docs-check, git diff --check, and Go TUI tests.
  • PASS: final-head GitHub Actions run 39007288615, including Python 3.12/3.13, browser/session coverage, workflow acceptance, wheel install, TUI, Docker, and installed-update jobs. The separate core-test job was skipped by workflow path filtering.
  • PASS: GitHub verified the latest GPG-signed head commit a0648c6.
  • PASS: all 28 inline review threads are resolved.
  • BLOCKED locally: the full Python 3.12 suite had one failure in the existing 50 ms provider transport-timeout test; the same failure reproduces on unchanged main at 146bb19. 879 of 880 tests passed locally.
  • REVIEW: all existing actionable Codex and CodeRabbit threads are fixed and resolved; no new final-head review submission has arrived.

#285 remains open and depends on #284. No merge or issue closure in this PR.

Review in Change Stack →

📝 Walkthrough

The change adds versioned Strategic Plan proposals with execution bounds and verifiable acceptance criteria. Acceptance atomically links a plan to Working Plan tasks. Execution checks tools and paths against accepted bounds, while receipt evidence gates task and plan completion.

Changes: Strategic Plan lifecycle

Layer / File(s) Summary
Proposal contract and plan display
openkyrozen/agent/modes.py, openkyrozen/agent/prompts.py, tests/test_interaction.py, docs/superpowers/plans/*, docs/index.md
Proposals now include normalized execution bounds, stable acceptance criterion IDs, verification contracts, and a fingerprint. Prompts and rendered plans show these fields.
Atomic acceptance and task linkage
openkyrozen/agent/modes.py, openkyrozen/tasks/engine.py, openkyrozen/persistence/*, tests/test_interaction.py
Acceptance validates proposal versions and creates linked Working Plan tasks and an acceptance event in one transaction. Task checkpoints retain strategic bindings and acceptance criteria.
Bounded execution and receipt evidence
openkyrozen/agent/executor.py, openkyrozen/tasks/engine.py, tests/test_execution_receipts.py, tests/test_interaction.py, docs/tasks-and-automation.md
Tool execution checks approved capabilities, effects, risk, and workspace paths. Matching verified receipts associate evidence with acceptance criteria; tasks remain active until all required criteria have evidence.
Plan completion and lifecycle outcomes
openkyrozen/agent/loop.py, openkyrozen/agent/modes.py, tests/test_interaction.py, docs/superpowers/plans/*
Plan completion uses tasks linked to the active plan and distinguishes completed, cancelled, and failed outcomes. Successful completion requires linked task evidence for all acceptance criteria.

Merge Risk: 🟡 Moderate · up to befb0

Approved plan bounds can be bypassed for some file searches, and edits can be blocked unexpectedly. Plans that use legacy-style tool arguments may never record completion evidence. Fix these before merging.

P1 Badge Prevent read receipts from proving arbitrary criteria

When a criterion such as “the file contains READY” uses read_file with a path as its verifier, any successful read receives verification status not_applicable, and this branch credits the criterion solely because the action and arguments match. The returned contents are never checked against the criterion or an expected observation, so a file containing the wrong value can still succeed the task and complete the Strategic Plan. Require an explicit expected-result predicate for such criteria, or do not treat not_applicable receipts as verified acceptance evidence.

Fixed in 50a24cb: Strategic read_file acceptance now requires a visible, fingerprinted equals or contains predicate, and evidence records the criterion only when the actual returned text satisfies it. Added regressions for missing predicates, wrong content, matching content, and exact equality. The full five-suite regression set passes locally (214 tests). Please review the final head and rerun automated checks: @codex review

CI on 50a24cb exposed a stale acceptance fixture that still lacked the new read predicate. Fixed the fixture in b8bc73f; the loopback agent workflow acceptance now passes locally. A fresh full CI run is underway on the current head: https://github.com/EvanProgramming/OpenKyrozen/actions/runs/38988509048.

Fixed the latest actionable Codex findings in signed commit 690fd18, with regressions for each case. Focused Python 3.12 suites pass (219 tests), as do make check, make lint, make docs-check, git diff --check, and loopback agent acceptance. Full CI is running on this head: https://github.com/EvanProgramming/OpenKyrozen/actions/runs/38989809813. Please review the updated head.

💡 Codex Review

elif mode_override is None and is_plan_acceptance(user_input):
try:
accepted_plan, created = self._interaction_controller.accept_plan(self.tasks)

P1 Badge Preserve the requested version through acceptance dispatch

The typed web and TUI controls validate a specific plan_id and version, but then queue only the literal accept plan; this branch consequently calls accept_plan() without either identifier. If revision feedback produces a newer pending proposal before that queued turn runs, the click intended for the reviewed version accepts the newer, unreviewed version instead of failing stale. Carry the originally requested identifiers through the queued turn and pass them into this call.
