chore(renovate): update Analog and the Angular build tooling together - #509

The rule is correct. It comes after the preset's rules, so its groupName overrides the angular-cli monorepo group from config:recommended, and none of the preset's other groups match these names. The globs are valid, and leaving out matchDatasources is harmless because all of these packages are npm-only.
Nit: separateMajorMinor is still on by default, so a group update that mixes a major and a minor gets split across renovate/major-angular-build-and-analog and the non-major branch. If an Analog minor ever needs @angular/build 23, the two will still land apart, which is the failure this rule exists to stop. Adding "separateMajorMinor": false here would keep them together. The cost is that any major in the group turns automerge off for the whole branch, because of the preset's major rule. That tradeoff is fine for this pair, but it isn't needed for the 22.2 case described in the rule.
Closes #508
Groups
@analogjs/**with@angular/build,@angular/cli,@angular-devkit/**and@schematics/angularin one Renovate branch. Updated apart they fail the site build in both directions (#463, #465); updated together the site builds and prerenders locally. Once merged, Renovate replaces those two PRs with the grouped one, still behind the three-day release age.
