feat(api): list the channels a bot can post in - #372
Adds GET /api/v1/organizations/:organizationId/bot-channels to the public bot API. It has its own path because /organizations/:organizationId/channels is already the integrations group's OAuth endpoint.
An installed bot gets the org's public channels and the private channels it was added to, sorted by name. The list is one join of the bot user's channel_access with channels, so it matches what message.create will accept, and it is not limited by the 100 bound parameters a Durable Object allows. Threads, direct messages and deleted channels are left out. A bot not installed in the org gets BotNotInstalledError. A bot that records scopes needs channels:read.
Why: Maple wants one Hazel integration. Its bot already answers in threads; with this list an org can also pick Hazel channels as alert destinations through the same bot, and Maple can retire its separate OAuth webhook connection.
After deploy: add channels:read to the Maple bots (US and EU).
Verification
directory-path.test.ts: a bot sees a public channel and a private one it was added to, but not a private channel without it or a deleted channel. Another org refuses with BotNotInstalledError.
api.test.ts: every method and path in HazelApi is declared once. It fails on the collision this PR first had.
bot-auth.test.ts: the scope check passes a bot with the scope or with no scopes recorded, and refuses one without it.
bun run typecheck in apps/backend, oxlint and oxfmt clean.

Summary by CodeRabbit
New Features
Bots can retrieve an organization’s channels through the API when they have the required channels:read scope and are installed in the organization.
Results include public channels and private channels the bot can access. Deleted and inaccessible channels are excluded, and each result includes the channel name and privacy status.
Requests are denied when the bot lacks the required scope or is not an active member of the organization.
GET /api/v1/organizations/:organizationId/channels answers an installed bot
with the public channels of the org and the private ones it was added to,
read from its channel_access. Threads, direct messages and deleted channels
are left out. Needs the channels:read scope when the bot records scopes.
Maple uses it to let an org pick Hazel channels as alert destinations through
its bot, so alerts no longer need a separate OAuth webhook connection.
The API v1 adds an organization channel-listing endpoint. It requires the channels:read scope and returns non-deleted public channels and private channels accessible to the bot.

The API defines channel records and the organization channel endpoint. The API test checks the reflected route and verifies that method-and-path pairs are unique.

The organization object checks active bot membership, then returns accessible, non-deleted public and private channels sorted by name. Tests cover channel visibility and missing bot installation.

The new bot channel-listing endpoint is scoped, excludes deleted organizations and channels, and returns only channels the bot can access. No actionable merge-blocking risk remains. The HTTP test fixture could optionally be tightened to model an installed bot.

GET /organizations/:organizationId/channels is already the integrations
group's OAuth endpoint, so the bot's list moves to
/organizations/:organizationId/bot-channels. A test now fails when two
endpoints in HazelApi share a method and path.
The list was an IN over the bot's channel ids, which a Durable Object
refuses past 100 bound parameters; it is one join over channel_access and
channels now.
F2 fixed in 30a1624: object-routes.test.ts drives /api/v1/organizations/:id/bot-channels over HTTP. A bot with channels:read gets { data: [{ id, name: "general", private: false }] }, and a bot without it gets a 401.

Reject deleted organizations before listing channels.
organization.delete soft-deletes the organization but leaves its local membership and channel-access rows intact. This check therefore still passes after deletion. (raw.githubusercontent.com)
A previously installed bot can still list channel names, including private channel names, although the channels no longer accept posts. Check that the organization is active in requireBotMember. (raw.githubusercontent.com)

Update requireBotMember to verify the organization is active before allowing
access, excluding organizations with a soft-delete timestamp; retain the
existing membership check and reject deleted organizations before channel
listing.

organization.delete soft-deletes the org but leaves its member and
channel_access rows, so the bot lookups could still read a deleted org's
channel names and people. requireBotMember now checks the org is live.
CodeRabbit's follow-up is fixed in d8531cc: requireBotMember now refuses a soft-deleted org with BotNotInstalledError, which also covers the users lookup. directory-path.test.ts deletes the org and checks that the channel list is refused.
🟢 Confidence 9/10 · safe to merge. Bot-scope and org-membership checks gate a new org-scoped read; both the HTTP test and the object test cover the refusals. no findings · tests covered · risk high −1 · 2/2 new units observable
Adds GET /api/v1/organizations/:organizationId/bot-channels, one join of the bot user's channel_access against channels, gated by the bot's channels:read scope and its membership in a live org. The scoping and every refusal path are tested; safe to merge.
listOrganizationChannels serves public channels plus the private ones the bot joined
requireBotScope refuses a scoped bot without channels:read
requireBotMember now also refuses a soft-deleted org, for both bot lookups

Cover the installed-bot state in the channel-list test.
requireBotMember gates on membership, not on bot_installations. The code relies on install and uninstall to keep the two in sync. That keeps the check correct in the current lifecycle. The new HTTP test does not follow that lifecycle. insertDirectoryBot creates a bot without an installation, so the success assertion does not show that an installed bot is required. No assertion checks that an uninstalled bot receives BotNotInstalledError.
Install the reader bot in the test world, and add a separate assertion for an uninstalled bot.

Update the channel-list HTTP test setup to install the reader bot before its
success assertion, and add a separate assertion that an uninstalled bot receives
BotNotInstalledError. Keep the installed and uninstalled cases distinct so the
test verifies both outcomes.
