Adds the default status page layout: status banner, paged year of uptime and an incident calendar, plus optional privacy/terms footer links carried through DB, service, snapshot, v2 API and editor. Since the last review only the drizzle snapshots were regenerated; they are consistent, so this is safe to merge.

• Snapshots carry 365 days of uptime and an incidentHistory index with decoding defaults
