It aims to change less code while also targeting the specific UX interactions relevant to each work flow, i.e., we maintain one interface for pre-push validation (where interactive -- less precise -- checks can land) and one for CI (where interactive checking never occurs). This matches more closely what was done with the changes collection system (and expands on the edgchanges library leveraging it to handle small amounts of "commit validation" as well).
This adds additional unit testing around commit subject validations and streamlines the development tools testing (intentionally excluding AcknowlEDG Forge due to its expanded dependency set, perhaps until a later date, if ever).
Summary by CodeRabbit
Chores
Added automated commit-subject checks for pushes and pull requests, including validation of commit ranges and merge commits.
Added a dedicated workflow to run developer-tool tests when related changes are made; the Changes-entry workflow continues to check pending entries.
Updated the pre-push hook to apply the same commit-subject formatting rules as the automated checks.
Added a command-line commit-subject checker and included it in strict Python type checking.

Walkthrough
The pre-push hook now uses shared commit-subject validation. A new command-line tool checks selected commits and merge commits. GitHub Actions runs commit-subject checks and development-tool tests in separate workflows.
Changes: Commit Subject Validation

Summary
Subject rules and hook integration dev_tools/pylibs/edgchanges/__init__.py, .git-hooks/pre-push.py
The shared validator checks that a commit subject ends with an allowed bracketed tag group and is followed only by a blank line or message end. The pre-push hook uses the validator and prints any returned problem.
The command reads selected commits from Git, checks subjects and merge commits, and reports violations. Tests cover valid and invalid messages, merge handling, and unusual message bytes. The type-check script includes the command.
CI workflow wiring .github/workflows/commit-subjects.yml, .github/workflows/dev-tools-tests.yml, .github/workflows/changes-fragments.yml
One workflow checks commit subjects on pushes and pull requests. A separate workflow runs development-tool tests. The Changes workflow no longer runs those tests and continues to check pending entries.

Possibly related issues
edgcpp/compiler#164: The issue requests a pre-merge check for commit tags, and this change adds commit-subject validation to pull-request checks.
Possibly related PRs
edgcpp/compiler#315: Both changes alter how a commit-subject policy failure ends the pre-push hook.

Merge Risk: Minimal · up to 3651d
The reviewed changes address the prior typecheck, CI range-selection, and hook-validation concerns; no material merge-blocking risk remains.
Security architecture risk: Low · up to 3651d
The change is confined to development tooling and CI. The new workflows request read-only repository access, and unavailable push history causes validation to fail rather than silently succeed. No introduced material security issue was established. Effective merge protection and live CI behavior remain unverified.
Retained concerns
No architecture-level concerns identified.
Security review details
Security Blast Radius
inferred — The demonstrated execution scope is the developer environment and the repository's CI jobs. Both new workflows request read-only repository contents access. Pull-request test execution already existed in the base workflow, so moving it does not establish a new write-authority boundary.
Trust Boundaries and Controls
observed — Event values enter the shell through environment variables and quoted arrays. The checker invokes Git without a shell and treats commit-message bytes as object content. The workflow executes the checked-out pull-request checker and libraries, so validation remains contributor-modifiable CI rather than an immutable security-policy boundary.
observed — A zero or unavailable previous push tip explicitly fails the job. Merge skipping is enabled only when the repository variable ALLOW_MERGE_COMMITS equals true.
Resilience and Maintainability Implications
inferred — Integration-test writes use independently owned temporary repositories, with Git commands scoped by directory and checker execution scoped by cwd. Context-manager cleanup covers normal completion and Python exceptions. Forced termination can leave temporary files, and inherited Git environment settings limit unconditional isolation; no newly exposed attacker control over those settings was established.
