Adds the functions each contract's old Hardhat tests executed to the coverage baseline, so each Foundry port PR in phase T of #1372 has a concrete list of what its tests must reach. The summarizer now reads per-line records and merges repeated entries for the same file instead of overwriting them, and every line count in the baseline is unchanged.
