[Maikol]

Adds a private @graphprotocol/graph-core package whose Foundry tests deploy the existing 0.7.6 Controller, Governed and proxy contracts from the @graphprotocol/contracts build output, and deletes the TypeScript tests they replace. A small ManagedMock in packages/contracts/contracts/tests stands in for the protocol contracts the old tests borrowed. Stacked on #1374; it will be retargeted to chore/contracts-removal-phase-0 once that merges.
