Ports the L1 and L2 GraphTokenGateway tests to Foundry in @graphprotocol/graph-token, deploying the existing 0.7.6 gateways and Arbitrum bridge mocks from the @graphprotocol/contracts build output, and deletes the TypeScript tests they replace. ArbSys is faked with vm.mockCall, so the unused ArbSysMock can still be deleted later. Stacked on #1376.
