Synchronize the baseline with sent attributes.

If a request sends network A before this runnable executes, and the device switches to network B first, the detector records B as the baseline. The later evaluation sees no change, so A’s sent timestamps remain valid until their TTL expires and no event is emitted. The request path can run independently of this handler. (raw.githubusercontent.com)

Clear the network send state and advance its generation when the baseline is established, or otherwise synchronize baseline capture with requests.

Review comment at
@android/src/main/java/com/mattermost/networkclient/sessionattributes/SessionAttributesNetworkMonitor.kt
at line 73:
Update the baseline runnable posted by SessionAttributesNetworkMonitor so
establishing the baseline also clears the network send state and advances its
generation, preventing requests sent before baseline capture from retaining
valid timestamps; alternatively, synchronize baseline capture with requests so
those attributes are not missed.
