Outcome
plugins/work-items calls the config cascade's personal layer the personal override everywhere outside its synced lib copies: setup skill text and its reference (for example overlay-ignore-probes.md), the tracker binding scripts and their tests, the tracker CONTRACT, schemas, README and evals. File names that carry the word are renamed with every link to them.

- Q5-Q12: overlay (now personal override) for the cascade's personal layer.
