chore(vocabulary): run the vocabulary checker over the whole repository on every pull request (AC3) #13193
The vocabulary checker runs over the whole repository as a required pull-request check, beside the other repository checks in pr-require-checks.yml, so a retired sense cannot come back. Any match the sense slices left (a sense outside their paths, such as tier for precedence or surface for a config file elsewhere) is fixed here or, if it is a sense that stays, added to the allowlist with its reason.
Demo: run the checker with no arguments: it exits 0; a pull request that adds "default ladder" to a skill fails the check.
The Brief (Problem, Goal, Constraints) is in the epic body.
AC3: the checker exits 0 over the repository, excluding docs/adr, docs/upstream, CHANGELOG files and docs/standards; each allowlisted sense is named with its reason.
The checker runs as a step of pr-require-checks.yml (no ruleset change) and passes on this pull request.
Each allowlist entry added here names its reason; any fix touches a plugin only with its release record per AGENTS.md.
Out of scope
Renaming the autonomy ladder's rung or any other allowlisted sense
I understand this as the final slice of #12750. It adds the vocabulary checker as a required step in pr-require-checks.yml and runs it over the whole repository, excluding docs/adr, docs/upstream, CHANGELOG files and docs/standards. Any leftover match gets fixed, or allowlisted with a named reason. Any plugin fix ships with its release record.
The scope and done-when items are exact, so nothing is missing. The checker slice (#13178) and the sense-slice issues it depends on are all still open, so this one is blocked by them. I found no duplicate.
