Outcome
plugins/docs-naming, plugins/testing and plugins/planning call the config cascade's personal layer the personal override everywhere outside their synced lib copies: setup skill text, config references, resolve-config.sh and setup-check.sh with their tests, retirements.yaml, the run-e2e and check-visual-parity contexts and scripts, planning's plan template, authoring-formats context, standards contract and evals.
Demo: check-vocabulary --sense overlay plugins/docs-naming plugins/testing plugins/planning exits 0.

Decisions
- Q5-Q12: overlay (now personal override) for the cascade's personal layer.
- D8: allowlisted overlay senses stay (the checker slice's data file), including planning's page styles and testing's judge-calibration fixtures.
Done when
- AC3 for this sense in these plugins: the Demo command exits 0.
- Each plugin's shell, node and python tests pass; their evals validate with no FAIL; no model evals are run.
- Each touched plugin's release record follows AGENTS.md.
Out of scope
- Synced lib copies (the shared-lib overlay slice, chore(config-cascade): call the personal layer the personal override in the contract and shared lib #13182)
