Outcome
plugins/source-control calls the config cascade's personal layer the personal override everywhere outside its synced lib copies: setup, commit, pull-request and babysit skill text and references (for example config-resolution.md, apply-convention.md, config-probes.md), babysit_repo_config.py, the branch-issue scripts and their tests, the README and evals (including sample ids such as no-overlay-written, renamed with their graders).
Demo: check-vocabulary --sense overlay plugins/source-control exits 0.

Decisions
- Q5-Q12: overlay (now personal override) for the cascade's personal layer.
- D8: allowlisted overlay senses stay (the checker slice's data file).
Done when

- Shell, node and python tests in the plugin pass; its evals validate with no FAIL; no model evals are run.
- The plugin's release record follows AGENTS.md.
