Every plugin not covered by another overlay slice of #12750 (work-items, source-control, docs-naming, testing, planning, attribution, review, multi-agent, code-metrics, improvement, discipline, bugs and codebase-health are covered) calls the config cascade's personal layer the personal override outside its synced lib copies. Today that is corrections, ai-slop, mutation-testing, github, plugin-quality, code-tidying, harness-config, domain-driven-design, autonomy, harness-ops, architecture, toolchain, instruction-placement, ai-briefing (setup only), overengineering, user-experience, docs-hygiene, discovery, computer-use, verification, session-flow, education, guardrails, app-control, skill-quality, playbooks, implementation, debugging, knowledge and rate-limit-guard (setup text).

Demo: check-vocabulary --sense overlay plugins exits 0 once the other overlay slices have merged; before then, the same command over this slice's plugins exits 0.

Decisions

• Q5-Q12: overlay (now personal override) for the cascade's personal layer.
