📝 Walkthrough
Merge Risk: 🟡 Moderate · up to An older release that finishes last, or a re-run of an older CI result, could point npm's latest tag at an older version. Serialize releases per dist-tag and add a version-order check before merging. The new e2e test can also be flaky unless both idle wrappers are installed in one init script. Pre-merge checks |

RELEASE_DIST_TAG so releases targeting the same distribution channel run
serially. Before the pnpm publish step promotes that tag, compare the candidate
version with the channel’s current version and skip promotion when the candidate
is older.

single page.addInitScript callback, installing the starvation shim before the
deadline wrapper so wrapper behavior is deterministic and calls without an
explicit timeout are not suppressed by the outer wrapper.

📚 Description
Main CI can time out while Chromium defers idle callbacks used to load fixture scripts. Add a deadline to native idle scheduling in the affected browser fixtures and cover renderer starvation with a regression test.
Merging a release PR currently changes package versions without starting npm publishing. After successful main CI, the release workflow now checks version alignment, creates the version tag, and publishes Scripts, CLI, and DevTools.
Merges without a version change skip publishing. Manual tags still work, but must match all package versions. Existing tags must point at the tested commit.
Releases run in sequence within each distribution channel. Before publishing, check all three npm packages and skip publication if a newer version owns that channel.
GitHub's built-in token does not start another workflow when it creates a tag. Tagging and publishing therefore run in the same workflow, using the existing npm trusted publisher.
