fix: align skill sources and PHPDoc bootstrap - #9
Use the common Fast Forward skill configuration: trust fast-forward/* with trusted-replace, retain auto-sync: true, source resources/skills without a package override, and discover Changelog's Composer-declared payload from GitHub at ^0.4.0 without a skill allowlist. Pin the reviewed schema, ignore generated tooling output and add independent patch fragments.
Add a project PHPDoc profile that loads the consumer autoloader instead of DevTools 1.x's nonexistent nested autoloader, preserves existing copyright/file headers and checks PHPDoc structure. Explicitly allow the GrumPHP shim already required by DevTools. Add development-only llm/skills so the configured automatic synchronization can actually run, and render the API guide using supported reStructuredText instead of unavailable PHP domain directive templates.
Validation
Complete composer dev-tools passed: Rector, PHPDoc, code style, tests, metrics and generated API/guide documentation. PHPUnit passed 3 tests / 7 assertions, without errors or failures. Composer strict validation, native skill synchronization, committed Changelog contribution checks against origin/main, syntax and whitespace checks passed. Both normal commit hooks passed; no hook bypass was used. The rebuilt provider guide contains its introductory text and has no missing-directive-template warning.
No application behavior, runtime dependency upgrade, merge or release is included.
Bundled skills now synchronize automatically during standard install and update workflows, and can also be refreshed explicitly.
Changelog guidance is available from stable 0.4.x releases without a separate skill allowlist.
Composer skills from the fast-forward/* namespace are trusted.

Dependabot grouping pilot — local candidate and evaluation (2026-10-25)
This records a new, separate configuration cut on this consumer's existing discussion surface. This merged PR stays closed; no original commit or root checkout was edited. Open PRs, branches and comments were checked before implementation and again afterward; no overlapping Dependabot pilot PR was found.
Ownership: only .github/dependabot.yml in http-client, plus the independently required contribution fragment .changelog/group-dependabot-version-updates.md. The shared DevTools template belongs to another implementation and was not touched. The counterpart pilot is http-factory.
Local candidate identity: separate worktree on codex/group-dependabot-version-updates, based on main b732d1ce9eed88544e68d8e0c9899544d2dcc7e6. The final local, signed commit is eacfdeb53dccf5678bf19d10ba2e33db4f6b9497; it has now received independent local review. It has not been pushed. The complete relative-path patch, including the fragment, has SHA-256 9038f3edd42c5be91636acfb552f73301c01ba09ac1abbdaf85cfe927588ca35 (identical content in both pilots).
Proposed behavior
Composer production and development dependencies get separate composer-production and composer-development groups, restricted to minor/patch version updates.
GitHub Actions gets its own minor/patch github-actions group, without dependency-type.
Each group explicitly uses applies-to: version-updates. Majors remain eligible individually. No new allow, ignore or cooldown policy was added.
Existing weekly schedules, directories, labels and commit-message formatting were preserved. No explicit security-update configuration existed; none was added or changed. No Composer constraint, workflow permission, branch protection, security setting, billing setting or merge policy changed.
This follows the official GitHub grouping contract: Composer supports dependency-type grouping; Actions does not; first matching group wins and unmatched updates stay individual. Grouping does not resolve incompatible versions or force dependency upgrades.
Passed; schema bytes SHA-256 f310bfb4960eea6a5fb7d75de54ab49ba36f947757c8f4d5de88d3ea8ac51d3f. This is schema validation, not execution of GitHub's service.
Baseline regression comparison
Passed: removing only the new groups from parsed YAML reproduces the entire original configuration. Composer manifest remains byte-identical.
Classification fixtures using real production/dev manifest package names plus synthetic Action names
40 scenarios passed: minor/patch group membership, separation, majors individual, security updates not captured. First-match/unmatched oracle boundaries also passed. This is a model of documented matching, not a dependency solver or real Dependabot run.
Passed in the disposable worktree, with isolated Composer home/cache. No global installation. The subsequent full DevTools command ran the existing repository checks; installer flags are not evidence of every lifecycle hook.
composer validate --strict
Passed.
Complete composer dev-tools
Passed, including Rector, PHPDoc, style, tests/coverage, reports and documentation; PHPUnit: 3 tests / 7 assertions, no errors/failures/warnings. Installed DevTools: 84e154046e07cafa6ac09a9e12434b1ff5dcb5e0.
Local Changelog fragment validation
Passed using the existing standalone Changelog runtime.
Whitespace and reverse-apply patch check
Passed.
Generated metadata outside this cut was restored; the worktree retains only the Dependabot edit and the unique fragment. No root checkout, existing alignment branch or third-party-owned template was edited.
Local signed commit and final-SHA review completed — publication still held
Final commit:eacfdeb53dccf5678bf19d10ba2e33db4f6b9497 Base:b732d1ce9eed88544e68d8e0c9899544d2dcc7e6 Branch:codex/group-dependabot-version-updates Worktree:/private/tmp/ff-dependabot-pilots-20261025/http-client Common Git directory:/private/tmp/ff-dependabot-pilots-20261025/http-client.git Tree/index: clean; only the Dependabot YAML and independent fragment are in this commit.
The earlier custody uncertainty is resolved by additional positive evidence, not by treating an error as permission: the custodian's analysis of the installed engine at 4822244e763fd4c3d7f48be6433f92df10bb5b33 established that repository lookup checks the caller's Git root/common main-repo path before resolving runs, and does not adopt another clone merely because its origin matches. We independently reconfirmed each exact fresh bare/common directory, its single pilot worktree, this task-created branch and the initial-only reflog. No NoM run/init had been invoked in these copies. Together these establish that the NoM does not hold these caller paths. No gate was initialized or controlled.
Completed local steps:
Staged only .github/dependabot.yml and .changelog/group-dependabot-version-updates.md.
Ordinary git commit used the existing commit.gpgsign=true configuration and configured key. No signing, hook or security configuration changed; no bypass flags or semantic overrides.
There were no non-sample hooks in this bare repository and no hooks-path override. Therefore no hooks ran; none were installed, disabled or bypassed.
Both final commit objects contain OpenPGP gpgsig. The sandboxed verification stalled and was stopped without changing either commit. A narrowly approved verification outside the sandbox then completed through the normal GPG configuration with exit 0, GOODSIG and VALIDSIG for this exact commit.
Committed contribution validation passed: changelog check --since=main --source=github --no-interaction; main remains the base SHA above.
git diff --check main..HEAD passed.
YAML/schema, original-field preservation and classification fixtures passed again against the committed candidate, comparing with main. The earlier complete DevTools run tested the same two-file payload before commit; no code change followed.
An independent read-only reviewer examined both final commit SHAs, confirmed bases, scope, clean trees, preserved fields, group separation, majors/security behavior and returned Approve — no findings. This is local final-SHA review, not a GitHub PR review or approval to publish. The reviewer did not run the Dependabot service or repeat the full suite; signature verification was performed separately as described above.
The prior patch-hash approval was not substituted for final-SHA review. The patch artifact retains SHA-256 9038f3edd42c5be91636acfb552f73301c01ba09ac1abbdaf85cfe927588ca35.
Remaining gate: automatic publication is still suspended by the existing NoM compatibility/publication boundary. Local commit/signing/checks/review are complete; they do not release that boundary. No new NoM run/init/sync/abort/respond, push, PR, hosted CI, merge, automerge, dependency installation or pipeline change occurred during this local closeout. The exact next dependency is the existing custodian's supported publication flow; do not treat these reviewed commits as an authorization to start an alternative route.
Actual Dependabot behavior must be observed only after an approved configuration is merged and its scheduled/manual update runs; no such execution is claimed.
Organization inventory supporting the Dependabot pilot — 2026-10-25
A repository search returned 41 PHP Fast Forward repositories, followed by an empty second page. Both supported configuration filenames were queried on their default branches (.github/dependabot.yml, then .yaml when needed). The separate accessible-repositories listing returned only27 and was not treated as complete.
7 nonempty repositories with neither path found (404):.github, agents, changelog, code-standards, composer-installers, github-actions, phpdoc-bootstrap-template.
20 repositories reported size0 and returned404 for both paths:application, cache, console, dockerfiles, feature-toggle, http-apcu, http-cache, http-content-negotiation, http-error-handler, http-healthcheck, http-middleware, http-phpinfo, http-server, logger, memoize, php-fast-forward, promises, runtime, scheduler, template-renderer.
This is configuration-file coverage, not an audit of security settings or proof that empty scaffolds need Dependabot activation. No settings were changed.
Thirteen found configurations have the same ungrouped Composer/Actions baseline. Framework differs: daily09:00 America/Sao_Paulo scheduling, limit20, all-dependency policy and a compatible FastForward group. Preserve that policy in any later rollout rather than replacing it with the pilot's weekly baseline.
The first implementations remain limited to http-client and http-factory, reusing the existing consumer custodian. They exercise real production/dev Composer dependencies and Actions in small libraries. No organization-wide copy or new inheritance mechanism was introduced. GitHub's supported community defaults do not provide a Dependabot configuration default; repository configuration remains explicit.
Independent read-only review found no issues in the two local patches: YAML SHA256 f5f90294e95796b4edebd4636ab11e4430e34344a1b3fb8a3519490ae94c1e48, fragment SHA256 f2cb718145a332f2fd22d245d776cf4fde2501ba7e99609517e795a77a716b5a. That is content review, not approval of a final commit or proof of GitHub Dependabot execution.
The pilot assessment above and http-factory assessment distinguish actual local tests from pending gates. No new draft PR, commit/push, hosted CI, merge or security-policy change is claimed. Required publication flow remains suspended; final-SHA review and ordinary commit/contribution gates remain prerequisites.
