Fix matrix image for Scylla driver 3.29.12 builds - #140

The 3.29.12 Scylla driver requires lz4.h when building its C extensions. Add the headers to the runner image, switch archived Debian Buster sources to archive.debian.org, and update the packaging pin so the image builds with pytest 9.0.3.

The matrix cannot install
scylla-driver3.29.12 because its required C extension build needslz4.h.
