Rename the helpers/diagnosticSettings variant to New-MonkeyAzDiagnosticObject so it no longer shadows the null-tolerant utils version. Return the input object from Get-MonkeyAzDiagnosticSettingForResource on error when -AddToObject is set. Fixes silverhack#196
