Resolve rules that contradict others in the same template #2126
Description
Part of #2124.
Each template below states a rule that another rule in the same file stops an agent from following. Found by reading all 39 templates on 2026-10-22, then checked for a concrete conflict. #2077 is the systematic per-chain audit; record each resolution there.
