Fix what an agent's read of the templates found #2124

An agent's read of all 39 templates on 2026-10-22 scored them 7 out of 10. These children fix the contradictions, wrong facts, ambiguity and weight it found.

Keep

The parts an agent finds most useful, which no child may weaken:

• Rules aimed at agent habits: reach assertions, planted controls, CI evidence, "an issue describes the tree on its filing date"
• A command paired with its pass condition
• "Verifying a finding", from an agent (core/review.md)
• Destructive operations, with the worked example (core/quality.md)
• Agent secrets handling (security/security.md)

Defects:
