Make the score check catch declarative rules and broken wraps #2132

Open

Description

@braboj

Part of #2124.

tools/score_templates.py rates backend/http.md 97.8 and security/security.md 96.1. Both are in the older declarative style that #2131 rewrites, so the floor of 95 cannot hold the style.

  • Flag a rule bullet that opens with a subject, not a verb: "Handlers are thin", "X MUST be"
  • Flag a wrap that leaves a line holding only a dash or one word
  • Add a planted case for each

Done when

  • The listed templates score lower before Rewrite the declarative templates as imperatives #2131 than after it
  • Planted cases pass and the floor still holds on main
  • A rule keeps when it applies, what to do, and its main exception; no metric rewards dropping one
  • The scorer's doc states it measures form, not usefulness or correctness

    A second agent review (2026-10-22) warns that the scorer rewards short rules, and that a short imperative which loses its condition is harder to apply than a longer one that keeps it ("Handlers are thin" was clear to it).

    Add to Done when:

    • A rule keeps when it applies, what to do, and its main exception; no metric rewards dropping one
    • The scorer's doc states it measures form, not usefulness or correctness
