chore: configure Copilot

This PR records the reviewed Copilot setup operation and adds a backup of existing repository configuration. It also excludes setup branches from the commit workflow so setup-generated commits do not trigger Copilot commit processing.

What changed

• Added a setup manifest entry identifying the operation, repository, base revision, and plan digest.
• Stored backups of existing issue templates and the Copilot commit workflow under .copilot/setup-backups/.
• Updated the commit workflow to skip setup/copilot/** branches and use expanded YAML formatting for its trigger and runner labels.

Validation

• The PR body reports that installation awaits human review and merge, and that runtime credential and capability verification are pending.

Closing this earlier test installer PR to allow the current operation to continue. Its head was verified against the original local installation receipt; its branch and complete commit are retained. No merge, tag, release or deployment is performed.
