Records a fully reconstructed kernel102 checkpoint and a solver-free packing ceiling for its fixed local word. The construction starts from a fresh retimed supplier, applies the pinned #518 pair factory, and verifies 102 independent kernel corrections. Its conditional κ is 0.001393876286575098.

Fresh macOS and Linux Python 3.14 runs pass all 9 root stages, 21 supplier stages and 13 changed local stages, with byte-identical complete results. Both bit and complex suppliers are rebuilt. Validation includes all 800 local columns in both orientations, all 102 missing-correction controls, operation-by-operation physical bounds, the actual 40,320 owner roles, finite invoices, two rational moment engines and 47 strict outer inequalities. The measured global prefix is 205 bits under a 512-bit charge.

The separate exact packing dual bounds this fixed-word allocation family by κ < 0.001394406315999672. It does not bound other local factories, port sets or algorithms. Discovery uses optimization; verification of the published artifacts and dual does not.

#522 and #523 announced higher values while the cold runs were finishing. This PR preserves a reproducible checkpoint and scoped ceiling; it does not claim the current numerical frontier. All-size realization/transfer interfaces remain conditional, and κ=1 is not established. Runs require assertions enabled; the recorded commands use normal Python with -B.

Thank you @chafreaky. This contribution is now retained on main in the scoped 100-PR review and contributor credits.

Contribution: Cold kernel102 checkpoint and fixed-word packing ceiling.

Review and limits: Retains a reproducible historical witness even though concurrent constructions are stronger. The ceiling is for its specified word and allocation family only.

The complete original source, notices and relevant execution evidence are retained through the pinned source archive. The review distinguishes fresh local runs, source-bound historical Linux CI and prior exact-head review; it does not claim 100 fresh full mathematical audits. Closing this historical PR as reconciled. This preserves parallel and cumulative credit without replacing the selected frontier or promoting priced research targets to completed constructions.
