Part 1 of 4 of #12446, split at intake (owner Q93). The done-when below is copied from #12446 as written.

Folded into #12446 and closed as carried: a sub-issue exists only when it ships as its own PR, and this size-split part is the same change as #12446. Its criteria are #12446's done-when lines 1 and 3, word for word, and the Automation Lanes session builds them there in one PR (they edit .github/workflows/pr-require-checks.yml, which the issue lane cannot push). Written by the issue-triage session.
