    Proposed work class: work-class: mechanical
Basis: automated intake triage; the lanes App applied this class.

    Size: Small
    Complexity: Low
    Uncertainty: Known
    Flags: none
    Blocked by: #12451, #12452

I understood this as the docs part of #12446: update loop-lane/README.md and the "Review-lane holds" section of pr-pipeline/README.md so they describe the converged do-not-merge hold behavior. The text can only be accurate once the behavior changes in parts 1 and 2 are in, so I listed those as blockers. The sibling issues #12451, #12452 and #12454 are other parts of the same split, not duplicates.

Automated triage, applied by the lanes App.

Not admitted to the issue lane yet: blocker #12451 is not closed by a listed human or a merge; blocker #12452 is not closed by a listed human or a merge.

Folded into #12446 and closed as carried: a sub-issue exists only when it ships as its own PR, and these docs describe #12446's own change, so they cannot be checked without it. This issue's criterion is #12446's done-when line 4, word for word; the Automation Lanes session builds it there in one PR. Written by the issue-triage session.
