Raises core/embedded-checks from 83.6 to 100.0 by stating each check's pass condition as rules beside its command.

Before → after, one check:

Pass condition: the paragraph count is above zero and the
`checks stated outside a fence` count is zero. Give the hook a `--root`
argument for each directory holding rule documents; a paragraph count of
zero means the roots named nothing, not that the tree is clean.
- Require paragraphs above zero and `checks stated outside a fence` zero
- Pass a `--root` for each directory of rule documents; zero paragraphs
  means the roots named nothing
  • Commands stay in fences; each pass condition keeps its counts and its refusal meaning
  • The three hook calls move under a new "Checks" heading; embedded-checks-extraction keeps the extraction rules
  • Cut: "report how many checks a tool could not see"; quality-gates Reporting already states it
  • The intro is one sentence; the heredoc rule splits in two
  • SHOULD count unchanged (1); the compile rule keeps its MUST
  • The unfenced-check hook reads prose within five lines of a fence, so bullets there pass
  • Part of Raise every template's quality score to at least 95 #2106
Score Before After
embedded-checks 83.6 100.0

Checks

  • Smoke 35/35; conformance 12 passed, 0 failed, 1 not applicable; readings read
  • Fork sync, redundancy audit, score ratchet, markdownlint, pre-commit hooks

No CHANGELOG entry: the rules are unchanged in meaning.

Each check's pass condition becomes imperative bullets beside its
command, with the same counts and the same refusal meaning. The
report-what-a-tool-missed rule leaves; quality-gates already states it.
