… new kappa) Standard-library re-implementation of #858's whole-helper hosting rules, reading the frozen OWNERS/PLAN/SPEC of every open seven-slot k8 T16 claim (#1022-#1087) as pinned git blobs. Windows are rebuilt from main's vendored source-event stream; widths from the #1049-pinned word. All 15 maps and the shared #1018 T8 map pass; 11 targeted negative controls. Summary
Conditional κ = 0.001672081255752945 (conservative 0.001672081252901961). That is +4.16×10⁻⁷ over #1018 (0.00167166528321877). The complex side binds; PR589's bit supplier is unchanged.
Change: FanPUYen's #858 sixteen-replica owner controller (as used in #870) applied to #1018's seven-slot k8 word, with an exact LNS repacking on the actual T16 windows. The T16 code is byte-identical to the reviewed #870 code, plus the generic-R lift16/indep16. Because the owner map is an LNS repack rather than duplicate+moves, OWNERS is frozen data checked by lift16, indep16 and the controller audit; there is no build-owners stage. Prefix 397 < 512, row coefficient 16,469; 69 admission, 12 bit-supplier and 6 independent controls.
Verification
From a fresh clone of commit 58618bc (Windows, CPython 3.11.11):
verify_manifest.py: PASS, 179 filesverify_t16.py --local <#1018 verify_slots.py work/local>: PASS_GAUGE44_T16_STRICT_GLOBAL_REPLAY 0.001672081255752945 (29 s). The locals are the output of Conditional κ = 0.00167166528321877: seven triangle-hybrid slots (PR987 search) on the k8 leaver word #1018'sverify_slots.py, which passed on a checked Conditional κ = 0.001671387264390146: all eight mutable-leaver all-K cells, U8 hybrids and frame re-optimisation on PR799's word #1005 baseline.Credits
