Summary

Conditional κ = 0.001672188119205421. Same construction and code as #1022; only the T16 owner map changes (exact LNS repack). Differs from the previous record only in data/{OWNERS,PLAN,SPEC}, README, RESULT and MANIFEST.

Verification

From a fresh checkout of 7e8ef08 (Windows, CPython 3.11.11): PASS package manifest: 179 files; then verify_t16.py --local <#1018 verify_slots.py work/local> in 31 s:
PASS_GAUGE44_T16_STRICT_GLOBAL_REPLAY 0.001672188119205421

Credits as in #1022. Prepared with oh-my-pi using Claude Opus 5.5.

…no new kappa)

The --baseline1042 reuse mode of verify_frontier1094.py discards the return
value of check_selected and never compares it with the BASELINE-BINDING.json
bound by #1042. The new package rebuilds that binding byte-for-byte from the
committed PR799/PR741 archives and freezes variant controls at three layers:
check_selected, the pinned reuse statements, and the whole pinned reuse mode,
each with and without a suggested one-line binding. No pinned file is edited.

Seed 69, supplier-boundary-audit (refined). Prepared with substantial
Anthropic Claude assistance.

docs/research/current-status.md repeated "# Current reviewed status" under
the CrocSwap#1042 and CrocSwap#942 snapshots. Its October 8 section still carried "Current
contracts", "Exact current parameters" and a "Next research priority"
pointing at the bit network, which no longer binds. Rename those headings to
name their checkpoint and add one banner where the history begins. No
section body changes.

A new test keeps the first heading as the only "current/selected/next
research" heading and checks it against selected-result.json (decimal,
review, reproduce). It fails on the previous text.

…te its CI triggers

The selected cold replay passes --main ROOT to package stages that hash-assert
35 repository files outside the selected roots (UPSTREAM-PINS / INPUTS main),
and first checks the #1042 checkpoint record. The per-PR selected-record check
covers neither and none triggers frontier1094.yml. For 15 of the 35 files and
for the checkpoint certificate and inventory, no fast check fired at all, so a
one-byte change surfaced only inside the cold replay.

Add a stdlib guard derived from selected-result.json. Pin drift and the
driver-named records are hard checks run on every PR by a new unit test; trigger
coverage of the replay workflow is advisory (--require-triggers enforces it, and
the test enforces it only while #1094 is selected). Extend frontier1094.yml path
filters, additive only. No construction, certificate, selected record, pinned
document or pinned verifier changes.

Seed 94, verifier-engineering / portable-replay (refined). Prepared with
substantial Anthropic Claude assistance.

After CrocSwap#1094 became selected, the historical invoice/outer audit still read
the moving selected-result pointer and failed with "selected certificate
path moved" despite unchanged arithmetic. Bind certificates/checkpoints/
frontier1042.json by file hash, path, certificate_sha256 and kappa; keep
default verify read-only with identical RESULT.json and add corruption
controls. No new kappa.

… selected final stage (no new kappa)

Reruns research/complex-t16-rare-pattern-exchanges/verify.py from the
hash-bound archived CrocSwap#1042 slots/local and compares every output with the
reviewed CrocSwap#1094 archive: 102/105 byte-identical, one relocated path map,
two files differing only in wall-clock seconds, on CPython 3.10-3.14.

The committed #1094 certificate passes the unchanged seed81 invoice,
bootstrap and 47+47 outer recheck (15 controls; #1042 reproduced), its
receipts differ from #1042 in exactly 14 fields, and its profile agrees
across five artifacts.

make frontier1094-verify binds the committed certificate to its cold replay
only through kappa (and the replay's profile to the package PROFILE.json).
A well-formed mutant with complex_lower + 1e-24 and recomputed bootstrap,
outer slacks and moment records keeps kappa, is accepted by the arithmetic
layer and by verify_selected_result.check after repinning, is never read by
the replay, and is rejected only by the exact moment. The current
certificate is unaffected: the published replay output equals it. A
one-line binding is proposed as a handoff, not applied.
