Change and scope

Bounded bill under priority revision 6, card joint-query-controller. The selected stock coefficient is already registered (8194, 6748, and the lcm reserve), so this package does not recompute it.

At the exact F0 then B₁,₂ entry parameters λ=1, f=64, e=0, β=64, the inherited contract gives decoder width W=532. The F17 zero-retention decoder's runtime pair kernel is at most 26744256 λ N D gates, and its 464 named fields use at most 493696 N D data bits. The registered dirty-helper magnitude ledger does not supply that width: a norm bound does not determine the adaptive line exponent.

Partial arithmetic bill. No new kappa. Selected κ stays 0.001672660197076918. Scans, scalar ADDs, wrappers, maps, addressing, movement and cleanup remain unpaid.

W=532 is the published example in research/qq16-producer-entry-contract. This package binds that width to the PR2811 pair-gate formula and the PR2807 field-bit formula, and records that the rounded-producer dirty ledger does not supply the grid. It does not reopen #3349, the deferred V45 histogram, or the merged readout series through #2883.
